Pinecrest Village had 47 open violation cases, some over 18 months old, with no consistent enforcement. Repeat violators knew the board lacked follow-through. The board was spending $8,200/year on HOA attorney fees driven almost entirely by violation-related disputes — homeowners arguing they never received proper notice or that enforcement was selective. Three discrimination allegations had been filed in 2024.

The Solution
