Definition

A welcome packet is the collection of documents and information that an HOA provides to new homeowners — either at closing, upon move-in, or shortly after. A well-designed welcome packet includes a copy of the governing documents (CC&Rs, bylaws, rules and regulations), the current budget and assessment schedule, contact information for the board and management company, the ARC application form, community amenity rules, parking regulations, trash pickup schedule, utility contact information, and any other community-specific information new residents need. Some communities include a brief welcome letter from the board president. Providing a comprehensive welcome packet reduces the most common new-homeowner violations, which typically arise from ignorance rather than intent.
