GRIEVANCE PROCEDURE POLICY

1. PURPOSE
This policy establishes a fair and transparent process for homeowners to submit grievances to the Board of Directors and for the Board to review and respond.

2. DEFINITION
A "grievance" is a written complaint by a homeowner regarding an action or decision of the Board, a committee, or the Association's management that the homeowner believes is inconsistent with the governing documents, state law, or fair treatment.

3. SUBMISSION
Grievances must be submitted in writing to [BOARD EMAIL / MAILING ADDRESS] and must include:
- The homeowner's name, address, and contact information
- A clear description of the grievance
- The specific rule, policy, or action being challenged
- The remedy requested

4. REVIEW PROCESS
The Board will acknowledge receipt of the grievance within [7] days.
The Board will review the grievance at the next regular board meeting or within [30] days, whichever is sooner.
The homeowner may be invited to present their grievance at the meeting.

5. BOARD RESPONSE
The Board will issue a written decision within [14] days of the review.
The decision will include the Board's findings and the rationale for the decision.

6. APPEAL
If the homeowner is dissatisfied with the Board's decision, they may request a second review by submitting a written appeal within [14] days. The appeal will be reviewed by the full Board at the next meeting.

7. FINALITY
The Board's decision on appeal is final and binding, subject only to the dispute resolution provisions of the CC&Rs and applicable law.
